National Development Plan
During 2007, a new structure for developing university provision through the medium of Welsh was established. This led to the creation of a National Development Plan which is fully supported by all HEIs in Wales.
The decision to establish a Welsh Medium Higher Education Sector Group and to give it responsibility to put in place the National Development Plan and framework to support its implementation, was taken by all higher education institutions in Wales through HEW.
Scholarships
One of the most innovative schemes, now incorporated into the National Development Plan, is the postgraduate scholarship scheme launched in 2005. Scholarship holders receive funding for up to 5 years, including 3 or 4 years as doctoral research students and an additional year as teaching fellows. This scheme enables 30 young academics to study for a doctorate and to train as lecturers. This is creating a new generation of lecturers who will be able to develop and extend the opportunities to study through the medium of Welsh in Welsh universities.
Fellowships
The fellowship scheme enables academics who have already achieved higher degrees to gain teaching experience within university departments. This scheme offers support to institutions to appoint new staff who are able to teach through the medium of Welsh.
